He won't be unpopular. The media will come to his rescue no matter what he decides. 1st I am confused how Clinton sacrificed his country over his good will? You do know he was impeached, made a mockery of, etc?
Now as for Bush, I could very well argue that it was not his doing whatr was right but a stubborn refusal to see the consequences of his actions
BUT
I do admit that he picked his course and stuck to it because he thought it was right.
Now it is a seperate question if that was being a fool by blinding yourself to your own faults or if it was a rock solid certainty that such was the correct path.
We can only take it on faith that Bush really stuck to his guns for the country and not his pride
In any case the country decided we wanted a change because the majority did not like the direction we went or the circumstances we are in....so it is moot
To finally answer your question
I am not sure. I have never seen much in the way of Obama that makes me think he has the backbone needed
