Bush technically did not committ a felony as a first time offense is not a felony USUALLY... however it can be under certain circumstances in certain states. If even one state has DUI as a felony I think that counts because he is president of the entire US....
Bush went to war without authority from congress. You cannot go to war without approval from congress and without an official declaration of war. Doesn't that make him a felon?
Clinton lied about everything, but he committed a felony, just didn't admit it. Clinton released letters I think in 95 or 96 but the judge didn't rule that he had committed a felony until like 2000.

George Washington and the rest of those who faught in the revolution were felons, just not according to american law. Had they not been successful, they would have been charged with treason, sedition, high crimes and misdemeanours.
I am not 100% that they admitted to being a part of the revolt, but I'm sure it's implied.

Also, Washington and Lincoln grew hemp, and I believe admitted to it, Washington said sow the seed everywhere and make the most of it or something... if charged in courts today, they would be considered felons... according to MODERN law, does that count?
Tricky question though because you say BEFORE the election and you don't specify whether they admit committing a felony according to the law they were governed under.
Federal judge ruled Clinton broke privacy law and violated the constitution, committing a felony. But I think that was before re election, and Clinton already had been elected and of course Clinton didn't admit to anything.
Thomas Jefferson owned slaves, I think that's a felony now a days.

There's lots of examples of presidents lieing under oath to go to war, in many minds they were murders because they were the result of death. Many presidents could have been considered war criminals for things they did, and they didn't deny going to war.

I'm pretty sure several presidents are thugs in some form or another. The problem is people admit to doing certain things, which if tried under the right circumstances, could be interprited as felons in different moments of time.
Actually,by filling out a tax form, we are giving money and therefore aiding and abetting "terrorism" (by modern definition just about anyone could be considered a terrorist). Of course paying taxes without representation is unconsitutional, but since 1930s they have been issued thanks to the federal reserve.
