Bush never funded the Iraq war or the Medicare C drug program. Medicare C alone already has liabilities $4.5 trillion more than Social Security, so he had no problem with his budgets.



I have NO idea where you got the impression that the House budget resolution's main purpose to set discretionary spending caps. The budget can't get finalized and passed in the House without a budget resolution. The 2011 budget's been passed, by the House and the Senate and signed by the president, and in effect as of Thursday.
